The messages to the list are not sent by Whimsy, but by the script which processes automatic (un)subscriptions (i.e. not using a human moderator).

That script is managed by Infrastructure.

As I understand it, confirmation messages are only sent for private lists, and are done to give human oversight. For further information, please contact Infra.
