   ## What is the purpose of the change
   
   This pull request introduces a new `insert into tbl1 partition(col1=1, col2='abc')` grammar as an Apache Hive dialect.
   
   
   ## Brief change log
   
     - Add a partition keyword to sql insert
     - Add a new `SqlConformance` named `FlinkSqlConformance`
   
   ## Verifying this change
   
   See tests in `FlinkSqlParserImplTest` and `FlinkSqlUnParserTest`.
   
   This change added tests and can be verified as follows:
