The <excludedGroups/> property of the surefire-plugin doesn't support merging groups, i.e. if -Pjava11 and -Pjava17 are set only the @FailsWithJava17 groups will be considered. This hasn't been detected because we don't have Java11-specific test exclusions anymore. Still, we should fix this in the parent pom.
