YARN-5732 is mostly a duplicate of YARN-1593 with almost the same goal, and Junping said he is actively working on it, so I guess we will be tracking YARN-1593 instead.

> This is mostly for tracking yarn-5732 (Run auxiliary services in system containers) because under current implementation, TimelineCollectManager is implemented as an auxiliary service. We'd expect yarn-5732 to be transparent to all auxiliary services, therefore, there is minimal work in here other than checking.
