Can I lock a file/directory using subversion ?

Hi!

I am currently using subversion 0.34.

I was wondering if it is possible to lock a file/directory so that
nobody else can commit their changes to that file.

you can do this with the pre-commit hook script

Not at this time.  You may wish to read the FAQ, and perhaps the
notes/locking-plan.txt file in the source tree for an idea of what's 
planned.
