Olaf's shot in the dark hit the bullseye. The folder wasn't empty. Now I
see no problems.

I just tried on my macOS High Sierra and didn't have such problems. Can you
share logs with us.

On my Mac, when I get to the "Select installation directory" screen, then
select a folder, the Next button remains disabled.
