1. Release Policy Updates

We will deal with this when we release 3.2. Minor changes needed to the download page and announcement email.

2. JDO-770 "Switch from svn to git" https://issues.apache.org/jira/browse/JDO-770

Current status: need to copy .svnignore to .gitignore. Need to create lib/ext/README.txt.

3. JDO-652 "Provision of a typesafe refactor-friendly query capability for JDOQL" https://issues.apache.org/jira/browse/JDO-652

Proposed changes to the API in the JIRA. One suggestion ifExpression becomes ifThenElse with three parameters: condition, thenExpression, elseExpression. And add overloaded constructors to allow literals not just expressions.

Also need a way to create numeric literals. e.g. StringExpression Literal(String x), BooleanExpression Literal(Boolean) NumericExpression Literal(Number) NumericExpression Literal(double).
