Just changed title of this JIRA to address the SchedulingEditPolicy changes.
My proposal:
Lifecycle of SchedulingEditPolicy/SchedulingMonitor should be a part of scheduler's logic instead of RMActiveService.
We should make changes to AbstractYarnScheduler to load and manage SchedulingEditPolicy from config. And inside {{reinitialize}}, we should check changes to SchedulingEditPolicy and start/stop SchedulingMonitor when needed.
Thoughts? [~curino]/[~eepayne]/[~jlowe].
