[PATCH] Working (yay!) Next-Generation Peg Revision Patch.

Here is a working version of the next-generation peg revision patch, which 
passes all the tests I assigned to the functionality in the previous 
incarnation.

I fixed a few bugs, which caused it to work. The show-stopper was a 
misunderstanding of the APR function apr_hash_this() that caused me to pass a 
pointer to the revision instead of a pointer to a pointer to a revision 
(which the compiler did not detect because I had a cast there.)

Anyway, enjoy! There isn't any ra_dav/mod_dav_svn functionality yet. I'm 
planing to add it next.
