Encouraging contribution

Whilst we wait for the legal issues to be covered we have recieved our
first conributions to the issue tracker (Hello Luke). This message is
therefore aimed at the committers of Wookie.

To exit the incubator it is necessary to build a community of
contributors. In many cases the first contribution will be a feature
request. It is vital that all such contributions are responded to
promptly and positively.

In the case of the issues that have been created these need to be
commented on and scheduled according to the projects strategy. If they
fall within the projects objectives and are likely to be covered by
the existing committers then they should be scheduled for an upcoming
release in order to give an indication of when the feature is likely
to be implemented and/or whether a patch is likely to be accepted. If
the request is outside the scope of the project (as defined by
existing committers) then this should be made clear in the issue,
being careful to invite contributions that implement the feature in a
way that is not disruptive to the project.

The intention is to ensure that the contributor is aware that their
contribution is appreciated and also to give a clear indication that
their further input would be appreciated.
