Pardon, but why would YarnShuffleEncryptionSuite be more suitable in core than yarn [~Ferd] ?

> The test in _YarnShuffleEncryptionSuite_ requires _YarnSparkHadoopUtil_ which is in Yarn module. So we have to leave it in Yarn module instead of Core module. After SPARK-11807 is resolved, we will move the test back to Core module.
