we should implement this

Change SO drop down  should list all SO if current SO is dynamic

steps to repro
----------------
1-create a dynamic compute offering say d1
2-deploy vm using dynamic CO with core=1,cpu=200 And mem=512
3-stop vm
4-try to scale vm to d1 with core=1,cpu=500,mem=1024

Expected
--------------
drop down should show dynamic CO d1

Actual
---------
drop down is not showing dynamic CO
