Negative Score on Spam? And another address for bigevil or evilnumbers?

Is there a setting I can put in local.cf that will enable the X-Spam-Report 
header on messages that haven't hit the flagging threshold?  It would be 
nice if I could see the scores for each rule fired even if it was 
determined to not be spam.

I just got a spam (see attached) that scored a -3.8 and only hit 3 rules 
:-( :-( :-(

X-Spam-Status: No, hits=-3.8 required=5.0 tests=BAYES_00,FVGT_b_SPECIALOFFERS,
	FVGT_u_DOM_END_NUM autolearn=no version=2.63

It has a contact address in the message body that might be considered for 
inclusion in evilnumbers, and it uses the msn redirector URL to go to their 
site.  Did anyone ever write a rule to catch these evil redirector URLs?
