[Bug 3836] .packlist is not updated properly

IGNORE THE FIRST COMMENT.  I'm changing the scope of this bug because I'm High.

1. you guys never put the /usr/local/share stuff in the packlist.  I did.
2. i'm High.

so how about this.

The real bug should be:

You AREN'T including all the files installed in the .packlist.  Off the top of
my head this would include all the /usr/local/share files and also the
/etc/mail/spamassassin files.
