The syntax you are trying to use is for the JMS client which speaks AMQP 0-9 and 0-10.
The JMS client which speaks AMQP 1.0 does not support the "brokerlist" option. Instead the port you wish to connect to should immediately follow the hostname,
e.g.
"amqp://system:manager@localhost:61615/?max-sessions=10000"
