[PR] docs: align deployment runtime prerequisites [rocketmq-dashboard]

Aias00 opened a new pull request, #2617:

   ## Summary
   - document Docker Engine and the Docker Compose plugin as the deployment runtime required by `deploy.sh`
   - remove the unsupported Podman-only prerequisite
   
   Fixes #2613
   
   ## Verification
   - `bash -n deploy/deploy.sh`
   - `git diff --check`
