   Adds a small standard-library Modbus TCP test peer for local plc4net verification. It provides fixed read-only coil, discrete-input, holding-register and input-register values, and returns Modbus exceptions for unsupported functions or addresses. It binds to loopback.
   
   The peer is independent of the Modbus verification CLI proposed in #779; when both are available, it can be used as the CLI's local target. The README explains wire addresses and plc4net's one-based tag addresses.
   
   Validation:
   - Python unit tests cover reads, invalid values, fragmented and repeated requests, and invalid MBAP headers.
   - Tested locally with the #779 Modbus CLI: `holding-register:1` returned 4096.
   - Python Ruff lint and format checks.
