Over the last week, the Cassandra project and possibly others have been getting tickets opened that are obviously spam.  For example all of the tickets created between
https://issues.apache.org/jira/browse/CASSANDRA-11768
and
https://issues.apache.org/jira/browse/CASSANDRA-11794
are spam.

I just wanted to make INFRA aware of the situation if it wasn't already known.
