as of oak 1.0 permission validation for writing user-mgt specific properties
and nodes includes checking for user-mgt permission which is separate from
regular write permissions.

for backwards compatibility with jr 2.x we should have a config flag
that omits the test for user-mgt defined properties and nodes and just
steps into the regular write-permission check.

this would only affect the 2 PermissionValidator#getPermission methods.
