Compiling 1.5.2 with ICU 1.8.1

Has anyone tried to compile with ICU recently? I'm having trouble because it
looks like the ICU directory structure is not what the Xerces makefiles
expect. Specifically there is no icu/lib dir and there is no libicudata.so
library created after compiling the ICU. Any help would be appreciated. I'm
using Solaris 2.7 with gcc 2.95.3.
