   ### Description
   
   I am currently using k8s.apisix.apache.org/http-to-https: "true" which simply performs a 301 redirect.
   
   It works, but the semantics are not very clear.

   - APISIX Dashboard version, if relevant: 3.0.0
   - Plugin runner version, for issues related to plugin runners:
