apache fails to start or report an error when a path to a log file is incorrect

even apachectl configtest returned nothing but 'Syntax OK' but apache refused to
start with or without ssl. No error reported, but the problem (after hours of
debug) turned out to be a small error in the path to the error_log file with-in
a virtual host.

this can be a serious problem, since there is not way to effectively verify all
the path in the httpd.conf file. I think it will be a great feature to add to
the configtest function.
