IBM KeyMan: Who is the menu-entry 'Create Certificate'

Hi,
in the Apache-SOAP documentation in chapter Installation --> SSL Instructions --> Creating X.509 Certificate Chains is described the KeyMan- tool from IBM.
They say that you choose "Create Certificate" in the Action Menu, but there is only an entry like "Generate Key" and "Request Certificate".
Who is the function "Create Certificate?

If you want a GUI, here is a simple one.
Needs the security stuff from Sun. Don't know if it works with the IBM classes, should, I think.

I never found it :(
So i used JDK keytool.
