[PR] Fix #13294: build a parent outside the reactor once per POM [maven]

slachiewicz opened a new pull request, #13352:

   A parent POM that is not a reactor module was rebuilt for every child, and because reactor POM sources are request-scoped in the model cache, each rebuild re-read the whole parent chain. Children of the same parent POM now share one parent project per build session.
   
   Verified: `mvn clean -pl :parent` on 590 modules under a 4-level non-reactor parent chain → 5,912 → 611 POM reads, 5.3 s → 3.7 s.
