[PATCH] update mentee ranking to include IRC as valid form of full point interview

Hello,

Here is a patch to update the valid forms of full point interview for 
GSoC to inlclude IRC as discussed last year on the thread

I also wanted to confirm that with the new CMS website format is just 
changing/submitting  this mdtext file all I need to do?

After committing under
https://svn.apache.org/repos/asf/comdev/site/trunk you need to go to
https://cms.apache.org/community/ where you can check the staging
version of the site, and if ok publish to the live site.

See http://wiki.apache.org/general/ApacheCms2010 for more info, mostly
the "CMS reference" links.
