With Apache 2.2

I get the error 
Cannot map GET /folders/kd732205070/s%F6nder%DFeich%E4n/index.html HTTP/1.1 to
file.

The same URL works with Apache 1.3

Is there a config Option to make it work again with Apache 2.2

Filenames in Apache 2.2 on (winnt, specifically, but also others such as mac)
are actually utf-8 formatted.  It's the only mechanism which allows you to
serve every file name that can be saved on NTFS filesystems.
