It looks like to allow parquet-cpp to be built with custom zlib, you need to have PARQUET_ZLIB_VENDORED turned off by passing to cmake -DPARQUET_ZLIB_VENDORED=OFF . Also environment variable ZLIB_HOME in your case should be configured to "C:\src\vcpkg\packages\zlib_x64-windows". And you can pass -DZLIB_MSVC_STATIC_LIB_SUFFIX="lib" to make it search for  zlib.lib static lib instead of default zlibstatic.lib
