What about aligning plugin goals with other plugins?
I mean we can have install, deploy goal which will push plugin to repository
and something like (I cannot find better name at the moment) plugin:setup
which will make given plugin visible for maven
(whatever it means)

Yes please. I'm stuck with plugin:repository-install in m1 because of this.
plugin:setup with -Dmode=global|local, default local (my plugins
directory), global is the maven installation
