Note : 

- This patch makes it so tachyon set up is 100% automated by puppet installer.  That is {{vagrant up}} should now launch a tachyon enabled cluster, with formatted tachyon and running masters/slaves.
- This patch *also* adds the feature to vagrant recipes which is necessary for installing stuff from {{output/}}, that way its easy to test tachyon on the fly.  
- we *might* want to remove the last hunk (which adds tachyon to the default components) from the vagrantfile before commiting.  up to you guys.
