Info from general@incubator:

* Create a /www/cvs.apache.org/dist/incubator/roller directory.
* Put the dist files in there
* chgrp incubator and chmod 664 the directory and files

Then view it at:

http://people.apache.org/dist/incubator/roller/

No need for mirroring etc.
