[PROPOSAL] Release Solr 9.10.0 before 10.0.0
Hi,
I'd like to propose releasing Solr 9.10.0 before 10.0.0 ships. Since 10.0.0 has several breaking changes and deprecations, a 9.10.0 release gives users a stable version to address deprecations before upgrading to the new major version. I volunteer as RM.
Proposed timeline:
* Now through Tuesday, Oct 28: Final changes and deprecations welcome on branch_9x
* Oct 29 or 30: Cut release branch and build RC1
Objections or feedback welcome.
