This assumes you have log4j.properties in the current working directory.  That
is, the directory from where the "java" command is started.  This is probably
what you did on your other systems where things worked, you just realize fully
why it worked.  If you want to leave the file in a single location and not worry
about running the application from that directory, then specify the fully
qualified path to it.

BTW, this is more of a question that should be asked first on the list.  You
should not be reporting a bug unless you've first done some verification that it
really is a bug.
