Vladimir - I think you are confusing the allocated capacity of cloudstack with the real time usage. Refer to the wiki - https://cwiki.apache.org/CLOUDSTACK/understanding-dashboard.html
I think the basis of this bug is incorrect and so I am resolving it as wont fix.  If you disagree please feel free to reopen.
