[Bug 6160] FRT_STRONG1 and FRT_STRONG2 match too much

Still the case with 3.2.5: "stronk" gets an insane 6.1 points:
 *  3.1 FRT_STRONG2 BODY: ReplaceTags: Strong (2)
 *  3.0 FRT_STRONG1 BODY: ReplaceTags: Strong (1)
