Again, you need to specify the location of your cocoon.properties relative 
to the webserver root. That applies to any servlet 2.1 API compatible 
runner, not just Tomcat. (But in the latest version - 1.7.4 - Cocoon was 
changed to only do it on with 2.2 API, IIRC.)
