[VOTE] Release Apache Groovy 4.0.1

Dear development community,

I am happy to start the VOTE thread for a Groovy 4.0.1 release!

This release includes 40 bug fixes/improvements as outlined in the changelog:
https://issues.apache.org/jira/secure/ReleaseNote.jspa?projectId=12318123&version=12351284

Re-rolling for the same issue as the Groovy 3 re-roll. The 2.5.16
release was unaffected.

It's the new version of jarjar (com.eed3si9n.jarjar instead of
org.pantsbuild needed for later JDK versions). It doesn't understand
comments (apache license header) within the META-INF/services files.

I can't see why yet, but this definitely needs to be fixed. I'll
rollback and go again. I can't see any change in our build process or
build files apart from dependency versions for Groovy 3 for example,
so it's still a bit of a mystery.

I'll take a look. I lost power again for the last approx 12 hrs and
haven't been able to check. First floods, then a freak thunderstorm.
Nothing to complain about compared to some parts of the world. I'll
take a look now while the going is good.

Paul,

groovy-4.0.1.jar!META-INF/services/org.codehaus.groovy.transform.ASTTransformation is empty.  This stops the Grab global transform from running.
