jsp:forward fail, if upper Directory is referenced

Description:
if you set a relative URL to an upper Directory and you reference a html-File, it results in ERROR http404.

example: <jsp:forward file="../upper.html" />


PS: the colors of the bugreport page are really bad selected (brown background avoid all contrast)
