[fileupload] Remove @version tags from javadocs

Hi all,

Looking at https://git.apache.org/, looks like commons-fileupload has been migrated to Git.

Any objection to removing the @version tags from the code now? I believe these were used to show the last SVN commit, if my memory serves me well, and are not supported in Git. So should be OK to remove them now?

Cheers
Bruno
