   This issue is not related to the number of partitions—we have already tried increasing and decreasing the partition count. The problem occurs across all partitions, not just a single one.
   
   The actual issue is that `spark.gluten.sql.columnar.backend.velox.maxSpillLevel` does not control `kMaxSpillLevel`, which is hard-coded to 3.
