BUG: fo:character doesn't work when embedding TTF

During my attempts to use non-breakable spaces i found that 
fo:character doesn't work when using embedded TTFs. I took character.fo 
file from docs/examples directory and replaced in font-family attribute 
sans-serif by Arial which is embedded font. The result is attached.
