Only marking one Fix version in JIRA (was Re: Derby Jira Reports)

This seems like something that may be worth fixing. It would be a bit
of work, since it would require scouring the full set of Derby issues.
It seems like a task that could be automatable, though.

Anyway, I'm curious if there are others that think this would be
useful maintenance to perform on JIRA.
