In order to create a sensor able to monitor the status of a Spark job using the Databricks API, we need to add a method in the [Databricks hook|https://github.com/apache/airflow/blob/master/airflow/contrib/hooks/databricks_hook.py] to return the state.

Also the RunState class needs to be modifies with a new property is_running.
