    Keep the Chinese translation rules in the project guide
    
    The rules lived in a local skill, so they were not in the repository and
    only one machine had them. The guide now carries them: rewrite rather
    than align sentence by sentence, resolve abstract words, drop English
    syntax and passive voice, and which terms stay in English.
