Calcite already offers BigQuery's {{STARTS_WITH}} and {{ENDS_WITH}} functions. Snowflake offers two very similar functions (the only difference being the naming). 

Examples of each function can be found in their original implementation commit [742d477|https://github.com/apache/calcite/commit/742d47795b878576f8cbdab5f62b26d95559792a]

I noticed there is currently no {{SqlLibrary}} entry for {{Snowflake}} so that might need to be added.
