Log Ignore Hosts patch uploaded

I have uploaded log_ignore_hosts_cmd.patch to the incoming directory.

It adds a LogIgnoreHosts command to the common and configureable
log modules.  This command specifies a list of hosts for which the
server will not log a transaction.  It has context as a global
configuration in httpd.conf and can be overridden within virtual
servers.

I would appreciate it if someone would move it to the 1.1 patches 
directory.
