The REPTO_OVERQUOTE_THEBAT rule gives false positives.
Here are some perfectly valid Reply-To headers from the real TheBat MUA:

Reply-To: "Alexey V. Shebeko" <sa...@XXXXXXX.tomsk.ru>
Reply-To: "Nikolay N.Buhalov" <ad...@XXXXXX.tomsk.ru>

However REPTO_OVERQUOTE_THEBAT says that they cannot be produced by TheBat.
They can!!

(I have replaced the real hostnames with "XXXXXX").

If a name contains one the following characters (or characters in range ASCII 0-31)

'(', ')', '<', '>', '@', ',', ';', ':', '\', '"', '.', '[', ']'

then The Bat! surrounds it with quotes.
