Questions-
 # Since this function returns a POINT geometry, is it a Function or a Constructor?
 # How do I determine if this must be added as under 'sql' directories eg: [SEDONA-90 |https://github.com/apache/incubator-sedona/pull/592/commits]or under 'flink' directories eg: [SEDONA-93|https://github.com/apache/incubator-sedona/pull/593/commits]?
