CVS Broken : missing jetspeedparameterparser

I found what's wrong, cvs is missing the new jetspeed parameterparser.

I now remember having troubles compiling cvs, and removed a few stuff I
thought where only tests :)

package org.apache.jetspeed.util.parser.* is empty
