    Description: 
Plugin build should generate xml schema for configuration area (and probably for the rest of plugin structures) using mojo's metadata.

Such schema could define its own namespace per plugin, so it would be easie for tools and pom editors to verify plugin structure and provide code completion as well as to maintain decentralized plugin metadata.

Plugin deploy goal could put this generated schema into the repository (e.g. ibiblio) where it will be resolved by xml editors.
