MPDF-24 introduced support for velocity files in pdf-plugin-1.1 and if I remember correctly this was working at one time. Unfortunately, it seems broken in the released final 1.1, see the pdf of the plugin itself: http://maven.apache.org/plugins/maven-pdf-plugin/maven-pdf-plugin.pdf

Note the items in the TOC: 'Usage' and 'Configuring Reports' for which no content is generated.

I was too quick,... the published pdf was built with the old 1.0 version, vm macros work with the new pdf-plugin-1.1. The pdf on the site should be replaced though.
